If Roblox left up content you reported as illegal or rule-breaking, or removed your content, appeal to Roblox first. If the decision stands, Article 21 of the Digital Services Act allows an independent review: ODS, run by ADR Center (certified by AGCOM, Resolution 501/24/CONS), is free, rules on admissibility within 10 days and decides within 90, without binding either side.

Roblox has two ways to report, and it helps to pick the right one. For breaches of its Community Standards, such as harassment, offensive language or inappropriate behaviour, there is Report Abuse: inside an experience you open the menu, choose the report tab, say which person and what reason, and submit; outside experiences you use the report button or the report option in the content's menu. For content you believe is illegal under the law of an EU country, Roblox provides its Illegal Content Report Form, which you can also reach from the link at the bottom of the report window. Many Roblox reports come from parents who see something worrying in a child's account. If that is you, take a screenshot and note the page address before you report, because content can be changed or deleted, and you may need both later to show Roblox, or a review body, what you saw.
Roblox's illegal content form exists because of the Digital Services Act, which requires online platforms such as Roblox to offer a way to report content that may be illegal. It asks why you are reporting, with categories such as child sexual exploitation, terrorism and violent extremism, threats of violence, hate speech, scams, or illegal goods and activities; the address of the content; why you believe it is illegal; which country's law you think it breaks; and your name and email. Roblox's Help Center explains that content reported this way is first checked under its Community Standards and, if it does not breach them, reviewed under local law. The form promises anyone who leaves valid contact details a confirmation email, an update on the outcome of the report and, as applicable, the opportunity to appeal the decision. Keep that email: if Roblox decides to leave the content up, it is your proof of the report and of Roblox's answer.
If Roblox decides not to remove content you reported, that decision concerns you too. Roblox's Help Center states that EU users who report illegal content under the Digital Services Act also have the right to appeal Roblox's decision on their report. So the first step is that appeal, following the outcome email or through the Roblox support form. If the answer does not satisfy you, Article 21 of Regulation (EU) 2022/2065 expressly includes individuals and organisations that submitted notices among those who can go to a certified out-of-court dispute settlement body, and Roblox points to the European Commission's list of those bodies. ODS reviews Roblox's decision on the report with the same impartiality towards the platform and towards the person who reported. ODS is not part of Roblox: it is not a help desk, and it cannot reinstate an account or take content down from Roblox; it assesses the decision and gives written reasons, and Roblox then considers what to do.
Besides reports, ODS can review content moderation decisions Roblox takes because it considers something illegal or in breach of its rules. The Digital Services Act, Regulation (EU) 2022/2065, lists them: removing content or disabling access to it, for example an experience, a decal, clothing or an audio file you created; restricting its visibility; suspending or terminating the account; and restricting the ability to earn money from content. Roblox's Help Center says that for moderated content the appeal goes through the moderation notification, Violations & Appeals or the support form, with the asset ID and a link to the content. If the problem is a whole Roblox account that has been banned or suspended, including a child's account, there is a separate page with the account steps; this page is about reports and content. In every case, ODS steps in after the internal appeal to Roblox, not before it.
A Roblox decision on a report or on content is reviewed by ODS's independent experts. ODS is run by ADR Center, a body certified by AGCOM, Italy's Digital Services Coordinator. The experts assess the decision in the light of Roblox's rules and the Digital Services Act, give written reasons and do not promise any outcome, and the decision binds neither Roblox nor you. To open a case you need: the link to the content, screenshots, the confirmation email for your report or the moderation notification, the date of your appeal to Roblox and the reply you got. In the ODS form you give your country of residence in the EU, your details and, if you know it, the type of illegal content involved, and you confirm that no other dispute settlement body is handling the same decision. A parent can file on a child's behalf by attaching a document that shows it. The procedure is free, runs online in 16 languages, and after submitting you confirm the request from the link we email you.
