Wikipedia is a free, collaborative, multilingual online encyclopedia run by the Wikimedia Foundation. Under the Digital Services Act (DSA), Wikipedia is among the digital services subject to transparency obligations in how it handles content and user notices.
On Wikipedia, many content decisions, such as edits to articles and user blocks, are taken by the community, not by the Wikimedia Foundation. Under Article 21 of the DSA, only moderation decisions taken by the Wikimedia Foundation can be reviewed: if you challenged one without success, you can ask ADR Center, an out-of-court dispute settlement body certified by AGCOM, for a free independent review through its ODS service, with a non-binding decision.
The issues that come up most often concern content considered not to comply with Wikipedia's guidelines and difficulty contacting moderators for clarification. Editorial disputes decided by the community are outside this procedure. The DSA requires user notices to be handled clearly and with documentation.
